“Many thanks for the letter and request for additional information. In respect of the item you raise, our response was mealy raising a question which Members may wish to consider - as to how consistency will be achieved to avoid possible discrepancies which may occur nationally and also that a discount was set at a reasonable level to be attractive enough for parents to benefit from a reduced rate for a second child.  I’m not sure we have anything in addition to add to this.
